HOW WE WORK

Operating Principles

The Acceleration Initiative provides a shared platform and methodology for connecting the public, private, charitable, institutional, capital, development, and service-provider capabilities that community-infrastructure outcomes may require. Work associated with the Initiative is guided by the following principles.

Community Purpose
Community-infrastructure work should respond to identifiable local priorities and seek durable economic, civic, and community benefit.

Clear Roles
Public, private, charitable, institutional, capital, development, and service-provider participants retain their separate legal, fiduciary, economic, professional, and institutional responsibilities.

Responsible Coordination
Complex community-infrastructure outcomes may require disciplined coordination across planning, diligence, capitalization, delivery, operations, and long-term stewardship.

Transparent Interests
Material roles, economic interests, fees, conflicts, and responsibilities should be appropriately identified and documented among the relevant participants.

Charitable Governance
Where Heartland Development Foundation or another charitable organization participates, charitable activity should remain consistent with applicable exempt purposes, governance obligations, donor restrictions, conflict-of-interest requirements, and limitations on private benefit.

Institutional Independence
Participation in work associated with the Acceleration Initiative does not supersede the governance, fiduciary obligations, professional responsibilities, or independent decision-making authority of any participating organization.

Organizational Autonomy
Each organization participating in an A | I project or initiative retains its identity, platform, expertise, relationships, governance, and economics. A | I coordinates only where coordination creates greater value, strengthens execution, or advances stronger community outcomes.

Local Partnership
Community leadership and local stakeholders are essential to understanding local priorities, constraints, opportunities, and long-term outcomes.

Stewardship & Integrity
Work should be advanced lawfully, ethically, professionally, and with attention to the long-term operation, stewardship, and community outcomes of the infrastructure being created.

These principles guide work associated with the Acceleration Initiative. Individual projects and participating organizations may be subject to additional agreements, governance requirements, professional standards, institutional policies, and regulatory obligations.
